I've tried deleting all game data and re-installing everything, rebuild file system and rebuild database.

Anyone have any tips?

Do you have an OFW PS3 or CFW installed?

CFW but I have had the DLC on this PS3 before and had no problems.

Did you try activating them with reactpsn?

Never tried it but I will give it a try. Never heard if it either, interesting

It may be that the cid you used to download/activate the dlcs is not the same one you use to run them now. I've had that issue with PSN games I loaded, and reactpsn worked for me most of the time.

Yeah I've had this console ID since my last account was banned but you have a point it's never worked on this console ID.

You need to install the fix after installing the DLCs. Search google and you will find it.
