Unfortunately that's an IP Ban.
Not 100%, however attempt to reach the PSN sign in page -

if it says 'access denied' then it's an IP Ban.

If this is the case, proceed to renew your IP. Call your internet provider and ask for a new one - or if your IP is Dynamic, it should change each time the router is restarted.

Or - just wait a few days and see what happens. I waited 3 days, the issue seems to have fixed itself
