Your PS3 needs to be on 3.55 firmware or below, so either buy a new PS3 or you're screwed as far as homebrew & jailbreaking are concerned.

Nope, because the firmware is stored on the NAND. As far as software goes it's completely inaccessible, with the exception of the standard update. And no, downgrading is currently not a possibility.
