Yes i read somewhere that you can boot in different firmwares by switching HDD's. The E3 Flasher rewrites the data on a chip, which is only part of where the FW is stored. The rest is stored on the HDD By switching HDD's and flashing the other FW to the chip you can just swap the HDD out whenever you want to switch FW.
Also to answer the OP's question, i have found Modchipcentral.com to be the cheapest. E3 Card Reader only cost $8 there compared to $40 elsewhere. The E3 Flasher is cheaper there too, but i don't recall the difference being that much.
