I think I am doing it correctly because I have reassigned skyrim saves.

Maybe it's because you are using a different region save to your region, if it is not that then you are doing it wrong. If the save that you want is the same region as yours, move it to your computer through Xploder, then put YOUR save on the USB memory card/stick, then drag and drop the save from computer onto YOUR save in the USB. Just overwrite it, then load it up. P.S. you don't get online features with the save -- it will wipe your GTA online profile if you try.
