You will need both. E3 flasher downgrades your ps3 so u can install the custom firmware and backup games etc.

Trueblue allows you to play newer games that have been backed up that require a higher firmware.

By using trueblue I can play any latest games on my CFW PS3?

Most of them not every single game has a fix but most of them do but you still need the e3 flasher or progskeet flasher to downgrade your ps3 to 3.55 and true blue to play the games unless an open source version of true blue gets released sometime soon in the future.
