If you have an e3 flasher then you should be able to put it on 3.xx. As to why it isn't working is odd. You might wanna go to the ps3 hacks section here and pm one of the threads creators.

ya thats with the ability to go to fsm which i cant my psp is broke and i dont have a dongle......i just wanted to go back to 4.11 till i can do something about that....

Do you have a flash drive? That would work as well.

how? its impossible to downgrade with a flashdrive?........and if you mean for the update thats how i did it but get the error 8002f157 upon installation,

E3 Flashers only wor with certain moddel numbers. its to do with the megabite nand drives im not sure of the numbers so if anybody is on 3.55, dont get a e3 flasher, just stay
