To Enter PS Store you have to go on Save Data Utility and click on online storage then join PS plus if your not a PS Plus member already, then it should take you to be PS Store

The kiosk models don't get access to the store. The only way to get that ps3 onto the store, is that you have to downgrade it to 3.55. Then, there is a special update pup that you can apply that will convert it to a normal retail ps3. Then, you would update to 4.20 retail, and, you would be good to go. Check out this link:
