Free Resigning Services Against The Rules?

I have seen quite a few free resigning services popping up lately. I thought the partnership with xploder made it against the rules to do free resigning services. Although, I could be wrong and need some clarification. When NGU barely became partners with xploder, they were removing all the threads of free resigning services. So, is it against the rules to offer free resigning services?
