First, make sure your ps3 has been QA Fagged just to be sure it won't brick
It is recommended that you go to 3.55 OFW then go to 4.30 both through the recovery menu. You only need an E3 flasher or similar mod if your ps3 bricks.
Lastly, no, 4.21 pkgs won't work with 4.30 cfw. They need to be resigned first.

I actually did it and I've got MultiMan on it and it works! It can play all the brand-new games which is what I was looking for, but thanks anyway.
