My question is are there any programs/tutorials on how to convert from a CEX Homebrew app to a DEX?

i have i seen something that said you can use your homebrew all you would have to do is fake sign the .pkg to DEX instead but idk where to get this info and its because people arnt releasing there sources/tutorials which i can understand why the way "people" act..
believe me i got this far from reading and learning im not wanting someone to do it for me i just want help on finding a source for it cause ive been looking for a good week now and its aggravating the hell out of me lol

Most homebrew i've tried works for both CEX and DEX. I can't think of very many that don't.

Well PS Unban is patched as of right now. So unless you get a new console id to put in there then it wouldn't matter. I'm not sure how differently CEX and DEX are layed out but you could always try that.

yea i know it got patched right when i signed in yesterday..i got signed out and new right away lol..i have a spare console id that im gunna try..is there a psid for 4.21 that you know of or will i probably have to convert it?

You can just replace the console id in PS Unban with your new one if i'm not mistaken.
