as many people have asked this before no there is no cfw for 4.31 or any cfw for any firmwire higher than 3.55 only way you can jb a 4.31 console is by using an e3 flasher

It's a CFW but you can only install it when you're on 3.55

You could get a backup from someone who has a jailbroken PS3 with the mods you want. However, backup's are no longer allowed on NGU, so you'd have to look elsewhere.
