I was told I have to be on a DEX filmware and the latest is Rebug 4.21.2 but then how are you supposed to go online then if you are not on the latest update 4.31? Is there something I am missing?

When you switch to Rebug 4.21.2 it should be already spoofed to 4.31, if not just activate the spoofer and you can go online.
