so i hav found more infomation about this the error code is 8002f14e
and it appears to be a bad blu ray player the thing is that my console the bluray player is broken so i cant fix that does any1 know anyway to fix this if i hav a broken bluray

i put my ps3 on recovery then i downloaded the dex downgrader from this thread You must login or register to view this content.
after i went on recovery menu put my flashdrive in and the update goes to 62% and then fails and if i turn off ps3 and turn back on its still tries to do the update

Idk if this will work just a theory, but trying putting the DEX FW that it's on, in the flashdrive folder then plug back in the PS3, afterward's trying to reboot the PS3 into recovery even though it you said it doesn't, but if it does a loop to reinstall the FW maybe it will pick up the FW that's in the flashdrive and install the sameone again, post back with result's. If anyone can correct anywhere that I'm wrong please do! Let's get him back to gaming!!
