I'm currently using Blackland Project v2.5 latest menus and Ps3 layout, to freeze people you need to be host of the lobby if you're not host of the lobby you cannot freeze people but you can delete their car and do other shit with it
And maybe they can do this to you cause you don't have modded protection on
