If your on DEX, i had this same problem... All i did was mess around with sharing my internet connection on my computer between my wifi card and ethernet & got it to finally set 192.168.137.XX for my ps3 IP for it to work. That is if your connecting your PS3 to your laptop/computer with an ethernet cable. Hope this helps.
