I can sign in fine on cex, but if I switch to dex it says the console is banned, switched back to cex and could sign in fine again. Any help would be great, thanks.

Do everything in rebug toolbox to switch from cex to dex

I did. I switched the xmb to dex, rewrote flash to dex and switched kernel to dex.
