How do I change CFW from Rogero 3.55 to Kmeaw 3.55?

If I update to Rogero 4.46 CFW will I still be able to data transfer or will I need the 9.99 Spoofer?

To go from kmeaw just install it from the XMB and yes you can still transfer if you go to 4.46 CFW. You only need a spoofer to tranfer if you are doing it from OFW to CFW and the OFW is on a higher version.
