My question is, are there any other programs out there that can manipulate things like weapons shields etc, in other games? I realize they would probably be game specific I was just wondering.

if the value isnt stored in the save you cant edit it.
if you want to edit a value stored out side of the game save you need to Real time Edit it.

There are programs, such as Bruteforce that allow you to do this.
