Well you could send it to someone to use a flasher for you, or you can get a 3.55 or below PS3. To your question tho, no.

You can buy a 3.55 PS3 from ebay. I got my CFW PS3 from ebay too.
Or you can give the PS3 to someone who downgrades it to 3.55.
