Make sure you have your Debug EBOOT! Sounds silly, but I had the same problem and the whole time was missing the right EBOOT.

Also check your NP Environment and make sure it says "np".

Check Debug Connection Settings & it should be on Single Settings instead of Dual Settings.

Alright, im having a hard time understanding what exactly and EBOOT does... Can you tell me what EBOOT i need and what i do with it... LIke i need a tutorial

You're on DEX so you can RTM. DEX needs a Debug EBOOT to RTM. Just google Debug Eboot for Mw3 1.24 & you'll find one. It's kind of like an all time infection. Plus it allows for you to connect with your tool.

There's also CEX EBOOTs but not for RTM.
