Once your Console ID is banned, its banned. You can only unban yourself with another one but it will not be permanent. You cannot upgrade your PS3 to OFW whilst using another Console ID as the system restores it back to its normal one.
Please do not ask for a Console ID as they are strictly Prohibited.

Once your CID is banned nothing you can do. Only option you can do is get a new console and permanently change it. I know you heard that you can't change your console ID permanently without it switching back to its original but you can. Google it there's a few tutorial on how you can.
