Happened to me Too, PS3ITA 4.50. i fixed it by Pulling my Ethernet cable off Then starting from step 1 .

First off reboot both console and router try again if not then check these settings

Release Check Mode> Development Mode
Boot Mode> System Software Mode
Network Settings for Debug> Single Settings


If they are correct then check if you have the correct version debug eboot
