Specifically I was using Bass_Haxor's pre-game editor, and I just really don't understand how to make the attaching work. I'm sure that my ps3 connects using target manager. But I do not know how to "Attach" it.

Make sure your Debug Settings are right. Make sure in Target Manager , Your also set Reset mode to System Software Mode.
A Lot of RTM tools Made only for DEX have connect and attach Process in one Button. Some have seperate connect and attach buttons.

Do I have to do anything with the Debugger? Because I just tried that, and it still does not work.

No Dont worry About the Debugger. Make sure your Connected to Target Manager, Make sure YOU HAVE A DEBUG EBOOT for the Game your Using the Tool for, and Make sure your in the game before You attach.

Okay so I have all that stuff. Now the tool just freezes as soon as I try to connect. I am using a Debug eboot for mw3, but every tool I try to use is just freezing as soon as I try to connect.

It also says that I need to enable Just in time debugging. I don't know how to do that.

are you on REBUG DEX? Try making sure System mode is REBUG MODE.
