Well until recently you needed to be on DEX (developer firmware) to RTM. However you can now RTM on CEX firmwares, there are numerous tutorials on this site in fact.

The bad news is... It only works on 4.50 CFW and below. So you would need to use Rogero's 9.99 downgrader and then go back to something like 4.46 or 4.50 CFW. Then you'd be good to go.
