First wrong section, second thing i dont think you can get into the psn store on 4.46 thats what i remember when i was on 4.46 rebug drex but when i was on ita 4.50 it opened for me.

and yes you can go on psn store on custom firmware

Not sure how you can access the PS Store but if you want to get content you have already bought and download. You can go on Account Management then Transaction Management & from there you can access your Download List.

So if you have a PS3 on OFW, buy on PSN with it & after get the content to your JB PS3 through your Download List.
