Make sure that the game you have has a debug eboot or try reinstalling the debug eboot if you already have one.

i know but just only the connection dont even workswith the tool

Ok so you're able to connect to your ps3 through target manager but not the tool correct? Are you able to connect to other tools or is it just that one tool?
