yes but the one i am using is called CEXTODEX.exe is there a better one, is this one outdated? i am using windows 8.1

When you install the program make sure it's

     

> C:\openssl  

> openssl

NO CAPS OR YOU WILL GET ERRORS

At the CMD part, you have to do
c2d eid_root_key.bin flashCEX.bin flashDEX.bin 82
c2d is the program to check the eid and region(82) in.
eidrootkey Not really sure what this is for
flashCEX.bin is the IN file
flashDEX.bin is the OUT file
82 is the region you are changing the lv2 to.
