Assuming that this is your problem:
You have deactivated all PS3 systems from your account, yet PS3s keep connecting back to it.

Change your password (To the SEN account AND the linked email) and THEN deactivate all consoles.

There is no need for you to have account details taken through an RTM tool. The only application that could have would be to steal accounts, seeing as you would have to know the details to log in for the tool to work.

plus i can't change the password it say's that it's going under maintenance and i already deactivated all so ill have to wait 6 months.

You can either try doing the password reset through Sony's website (if you haven't already), if that doesn't work then I really can't offer any other options besides contacting their customer service. There is no such RTM tool that can take accounts details from Sony's servers. Even if there was, that would be illegal
