im trying to make another but this message appears when i try to create another. does anyone know why or the reason for this can it be something to do with the setting? or debug setting? please help.

You can only create 16 accounts on one Ps3 no matter if you delete them or not, so just make one on the PSN website and then use that as an existing account on your PS3

yea i just did that. but i only have 3 accounts plus, i did research and the maximum of accounts is 64.
can it be some thing in my debug settings?
