Yea im having issues with this as well, can use tools just cant use ccapi manager.

Try to open it on your ps3 then your ps3 will restart and give you a message In the corner saying console control v2.50 or something like along those lines once that has done go ccapi on your laptop/desktop and delete the current IP address that you have and then add and type your IP address in again and then connect if done correctly it should connect with no mither
