I got Toggle QA and enabled it via Rebug Toolbox. Now i have REBUG 4.46.1 REX and for some reason it says No Applicable Updae Data was found. Help?

i have 4.46.1 on my usb but it cant read it on my ps3.

See if it's in normal mode (not rebug mode) in rebug tool box when updating, then try to update from recovery menu.
You might also want to check the cfw your trying to install reads as follow ''PS3UPDAT.PUP'' without the ''
Make sure there is no disc in the tray when updating or downgrading
