I believe DEREKTROTTER had a step by step complete tut on here. Look for it here my friend.

So first of all you're okay being on 3.55 CEX but now...YOU NEED THE FOLLOWING .PKG TOOL You must login or register to view this content.
Look for that. U need to do that step first then I recommend going to REBUG 4.21 CEX once you have done the Dumping step.
Then just follow the tut from DEREKTROTTER here is his thread You must login or register to view this content.

When you get done converting to DEX on 4.21 then you can just install ANY DEX over that REBUG 4.21 DEX version. I recommend 4.50ita
Also make back ups of your CEX and DEX NOR/NAND files just in case you ever need to revert from one another. All credits to the badass OG DEREKTROTTER
