You can only unban a CONSOLE NOT AN ACCOUNT

When you load up black ops 2 and try to go online does it say'

"This Account Has Been Permanently Banned"

OR

"This Console Has Been Permanently Banned"

Account ban easy fix - make another account

Console ban - Get a new CID , Probably a good idea to change your mac address as well.
