How'd they get it in the first place

If you used PayPal, then it's easy for you to just dispute the payment for your tools. Tell them what happened in the dispute and tell them you just need your account info. Either they'll respond and you'll get your account back, or you'll get your money back and whoever stole your account would lose all your tools.
