U need to use E3 Flasher to get the NOR Dump of your PS3.

This is correct,you need a hardware flasher and from my knowledge you need to have the console powered on for about a minute to retrieve the backup!
When you state your ps3 is broken,please state more info regarding the broken issue
E.g. # Ylod
# no power
# no graphics/audio etc etc
As you may need to fix the issue regarding the broken ps3 first before attempting to retrieve a NOR dump :-)
