Is that true and will it work?
Is it 3.55 OFW or CFW?

it works on a ps3 that has qa enabled. you can enable this on rebug toolbox.

It is a rebug downgrader that downgrades a CFW PS3 on any CEX Version Firmware to 3.55.4 REX Rebug edition (CEX).
