No power to usb ports & no hdd amber light.

You have bricked your ps3. Re-flash with original nor dump.
Do you still have a backup of the dump that you first used to successfully downgrade your ps3??
If you have then repatch it with that dump then install the same firmware as you did on your first successful downgrade
You may need to format hdd to

Reminder
Do a barrel roll!
Firstly make sure everything is plugged in correctly. If everything is plugged in correctly, then you've probably bricked it. I had a few issues with the E3 Flasher as the chip can become loose when flashing, I 'bricked' my PS3, luckily I had a soldering iron handy, otherwise it would have been lost for good (different issues to yours, you won't need to solder thankfully, as you PS3 still turns on).

I'm not advertising other forums, but ps3hax.net is probably a better place to go in regards to PS3 downgrading, as this forum is primarily game modding.

If it still turns on it isn't 'bricked', it's repairable.
You'll most likely need to flash your back-up, and downgrade all over again, then install Rogero 3.55.
