They need to be jailbroken in order to dump their CID.

Many ways.

Go to multiman and go to System Information, and it should show it (IDPS)

You can also see if there are any CCAPI Tools that lets you grab it through CCAPI.

Can also use PS3 ITA Manager.

If you have online access you can use flatz Proxy IDPS Method. I could help you out if you trusted me with your CID's, all you had to do would be using the proxy server I gave you on both of your consoles then I'll give you your CID's.

OR you can do it yourself by following the tutorial
