Some people are saying that OFW are getting the error code too
Is it a patch or are the servers just down?

I have CFW and was on Rogero_CEX and was unable to sign in due to sony patching all of the spoofers. I switched from rogero to Habib and was able to get online. Only Habib and darknet work until we can get new spoofers. Only options at the moment. There are threads all over about it.
