Disabled protected character allows you to change your clantag/class names to vulgar language, which you normally cannot do.

I personally do not really know what Cheat Protection does, but I did a bit of research and found out that after disabling Cheat Proection, You can set cheat protected dvars in-game without being kicked out and make public cheater mod (VSAT, etc). I am not very sure about the cheat protection, though.
