Make sure you have set Boot mode to System Software Mode and Network Settings for Debug to Single Settings in Debug settings.
You also need a debug eboot obviously.

Like Smoky said, it may be your debug settings.

Yeah I do that also but still don't want to connect or attach any tool to RTM games.

Do do everything the same on both ps3s but use the same Laptop and only my newer recently brought PS3 can't use RTM Tools.?
