Go to Multiman and press square on the game. Then fix your permissions and make sure that BD Emu is checked in the box as well as internal. Also, go to the 2nd column of multiman and go to the last option to make sure BD emulator is enabled. Then restart your system and try again. By the way, there's no such thing as Debug CEX.
