I think it has something to do with your Cid. You have to change from debug mode to retail mode in settings and then you can access online. There are tutorials on ngu. Do a search on google. I believe it done through rebug toolbox. I don't use rebug, I just remember reading about it. Maybe someone can better help you with your prob, but I'd start there.

also spoof your cid back to its original non dex target id.

Just install from xmb, if that fails for some reason, install it from recovery mode.
