No, reason:
It's way easier to develop android applications and get them published, comparing to iOS/Apple. Where they all need to be verified etc before taken into app store, on android you can download unofficial apps.

If you have a jailbroken device then you don't even need to get them onto the Cydia store. You can use tools to force your own apps onto the device. (This is how a small percentage of app developers test their apps if they are a small or jailbreak only company.)
