Maybe the CID you got was banned. Plus did you restore you EID0?

If you have done all of that and still can't get on, i would think that the cid may be banned which you are using.

You don't need to restore anything if you're changing console ID. As all restoring does is change the console ID anyway. Stev the console ID you bought is already banned.
