A)Stay signed out of PSN but keep internet enabled and download game updates
B)Sign into PSN and download them
C)Still keep looking for .PKG files to download the updates without using internet VIA PS3

I haven't done it before and I've looked around but haven't seen any good answers, just looking for the safest way.

There is no risk for downloading game updates

You will be fine downloading the updates even if you are signed in man. If you do not wish to do it that way, go on multiman and click triangle on the game you wish to update and then click update.
