anyway my question is can I modd my account and remove mods so Rockstar wont bann me or in both way I'll get bann ?

Otherwise I only want to use the mods on me just for money and rank up and remove it after that.

can I do it without loseing my CID?

Well you can use psn patch and try not to make it obvious you're a modder and do not give people reason to report you by being a dick. Also when dropping money dont drop too much and dont add more than rank 300-400 to your self and more than 90-100 mil

Why delete mod files? You dont need to do that, just do what i mentioned and you should be fine.

Keep in mind it is against the rules of ngu to talk about cids on the site.

If rockstar ban you they do not ban from the system, they normally ban from gta itself.

'I'll never get bann?' Buddy, it's just a question of time until you get banned. Maybe in a few days, maybe in a few weeks or maybe in a few month.
Just don't mod crazy online and you should be good to go.
Keep in your mind if you are using no modded files they are still able to ban you since you are playing on a CFW.
