All games have a ban risk. Most of these games look like Single Player games and wouldn't be a point in modding online as some don't even have RTM Tools or Antiban for them.

If I remember, Tlou is as U3, both don't have a ban system

Lots of these games don't have ban risk. Like TLOU, South Park, RE, RDR, etc. this list is completely incorrect the games have no risk.

I don't understand what he is asking. I believe he is saying that he wants to mod offline. So there would be no ban risk for any of the games that he wants to mod. But if he wants to mod online, there will be a ban risk.

Not all games even online have a ban risk. Like the ones I listed above.

Sony has a ban risk system. It can tell the difference between an OFW and CFW console when it signs in. If you sign in and never use any mods online, you can still be banned.
