Try using a different account to go online and see. If your still banned then. Change your Mac address

Can you still sign in to playstation? Sign in and load gta online, you will get a ban message click ok and it will return you to offline mode run around in there for 5minutes or so and a timestamp will show up on the side of when you are un-banned if its a temp ban.

I had to reboot my ps3 and it took a little while for the timestamp to show up, if it takes more then 10minutes or so i would say you are permanently banned.
